1/537 refit decals

OK so when I'm done with my contest entry I plan on going back to my 1/537 special edition refit and have a plan for the decals. I downloaded the starship modeler Aztec decals and want to.modify them using a custom color scheme but they come up as a JPEG file. Paint won't let me modify it. Does someone in the know have any idea what program I need to accomplish this?

I use Corel Draw, but alot of people use Adobe Illustrator
